Toronto East Residents for Renewable Energy

In the midst of the climate crisis, the Ford government is ramping up the use of gas electricity production across Ontario. Instead of investing in affordable and safe renewable energy, the Ontario government has already expanded the output capacity of the Portlands plant in order to rely on this ‘peaker’ plant as a base-load plant. In the summer of 2023, the plant ran 21 hours per day.
TERRE is demanding a phase out of the PEC gas plant by 2030, despite the completed expansion, and a rapid, just transition to safe and affordable renewable energy.
Toronto’s Energy Plan – A Missed Opportunity
On October 31, 2025, the Independent Electricity System Operator (IESO) released its final Integrated Regional Resource Plan (IRRP) for Toronto, a plan that has been under development for the last two years. Unfortunately, the IESO’s plan does not include a phase-out plan for PEC, nor does it align with the City of Toronto’s TransformTO goal of net-zero emissions by 2040. The IRRP cements the Ford government’s reliance on nuclear expansion and continued fossil gas generation, completely ignores Toronto’s climate goals, and minimizes community-driven solutions such as rooftop solar, energy efficiency, and storage.
